国際労働機関（ＩＬＯ）は２４日、経済危機が雇用に与えた影響についての調査報告書を発表し、失業手当を受給できない失業者の割合が日本は７７％で、先進国中最悪の水準。２番目に悪い水準のカナダと米国（同率の５７％）
他の先進国は、英国４０％、フランス１８％、ドイツ１３％。
日本の場合、失業手当受給に必要な保険料納付期間（１年）の制約のために受給できていない非正規雇用労働者が多いことなどが反映。
失業手当を受給していない失業者の人数は、米国６３０万人、日本２１０万人、英国８０万人、カナダ７０万人、仏独がそれぞれ４０万人。
先進７カ国で、今年初めまでの１２カ月間に失業した人の数は、
