Congress granted NASA a waiver of the ban in 2005, and the agency has since spent more than $700 million on Russian crew and cargo services. But the current contract expires in 2011, and the Russian company that makes the Soyuz says it needs payment now because it takes three years to build the ships.
Without the U.S. payments, it is unclear if other station partners such as Japan or the European Union would be able or willing to step up and pay for Russian Soyuz launch and lifeboat services. "

Putin flew from the opening of the Olympics in Beijing (where he was the only unelected prime minister among heads of states) directly to the North Ossetian capital of Vladikavkaz to lead the war. He was then shown on Russian television conferring with the local military and civilian leaders, instructing Medvedev about what needs to be done, talking to the refugees from South Ossetia and visiting with the wounded in a hospital. And, of course, angrily rebuffing the U.S criticism of Russia's actions. "

Russia's Prime Minister Vladimir Putin arrived in Vladikavkaz, in Russia 's republic of North Ossetia , Saturday to discuss assistance for South Ossetia following the outbreak of hostilities in the region.
Putin flew to North Ossetia , which borders the South Ossetian conflict zone, from the Beijing Olympics. He is due to meet with Emergency Situation Minister Sergei Shoigu, Deputy Prime Minister Alexander Zhukov and North Ossetia's President Taimuraz Mamsurov to discuss the relief operation and humanitarian aid for the 30,000 South Ossetian refugees who have fled into Russia from the war-torn region since hostilities began on Friday morning.
